We would rather suggest that you increase your budget and go for the Maruti Swift Dzire or go for a hatchback/small car.

Hi FS, aren't you putting the cart before the horse ?! If you've got the car with its Owners Handbook, the answers to all your Qs will be in there. If not, then you ask its previous owner for the same, as specs of this model are no longer readily available in the media coz it's not in production any more. However, I can answer some as below : 1) 11-12 and 15-16kpl respectively, 2) basic ones like any other Santro, 3) there should be a sticker on its rear hatch, unless it has been accidented/re-painted, 4) EUII, 5) the best value for money in its class, when new.
